Introduction to the Affordable Care Act This VC offers learners an overview of the Affordable Care Act and how it changes the American healthcare system. This overview will examine the general provisions of the new healthcare reform law (enacted in March of 2010); requirements and expected changes for insurance companies, providers, employers and individuals; new requirements and responsibilities delegated to the states (the regulation of health plans, Health Benefit Exchanges (HBEs), and healthcare benefits, and requirements for consumers); and the extensive changes the laws brings to State Medicaid Agencies (SMAs) and programs. Eligibility Expansion This VC examines the complexities of the new Medicaid eligibility standards introduced by the Affordable Care Act. Topics include new state mandates and options for coverage of low- income individuals, changes in eligibility determination, new FMAP calculations and methodologies, new member benefits, and the overall impact of the expansion on State Medicaid Agencies (SMAs) and programs.
